The War on Drugs is a campaign of prohibition and foreign military aid and military intervention being undertaken by the United States government, with the assistance of participating countries, intended to both define and reduce the illegal drug trade. The term "War on Drugs" was first used by President Richard Nixon in 1971. On May 13, 2009, Gil Kerlikowske, the current Director of the Office of National Drug Control Policy (ONDCP), signaled that although it did not plan to significantly alter drug enforcement policy, the Obama administration would not use the term "War on Drugs," as he claims it is "counter-productive". ONDCP's view is that "drug addiction is a disease that can be successfully prevented and treated... making drugs more available will make it harder to keep our communities healthy and safe."(2011) One of the alternatives that Mr Kerlikowske has showcased is Sweden's Drug Control Policies that combine balanced public health approach and opposition to drug legalization. The prevalence rates for cocaine use in Sweden are barely one-fifth of European neighbors such as the United Kingdom and Spain. In June 2011, the Global Commission on Drug Policy released a critical report on the War on Drugs, declaring "The global war on drugs has failed, with devastating consequences for individuals and societies around the world. Fifty years after the initiation of the UN Single Convention on Narcotic Drugs, and years after President Nixon launched the US government's war on drugs, fundamental reforms in national and global drug control policies are urgently needed." The report was immediately criticized by organizations that oppose a general legalization of drugs. In 1986, the US Defense Department funded a two-year study by the RAND Corporation, which found that the use of the armed forces to interdict drugs coming into the United States would have little or no effect on cocaine traffic and might, in fact, raise the profits of cocaine cartels and manufacturers. The 175-page study, "Sealing the Borders: The Effects of Increased Military Participation in Drug Interdiction," was prepared by seven researchers, mathematicians and economists at the National Defense Research Institute, a branch of the RAND, and was released in 1988. The study noted that seven prior studies in the past nine years, including one by the Center for Naval Research and the Office of Technology Assessment, had come to similar conclusions. Interdiction efforts, using current armed forces resources, would have almost no effect on cocaine importation into the United States, the report concluded. During the early-to-mid-1990s, the Clinton administration ordered and funded a major cocaine policy study, again by RAND. The Rand Drug Policy Research Center study concluded that $3 billion should be switched from federal and local law enforcement to treatment. The report said that treatment is the cheapest way to cut drug use, stating that drug treatment is twenty-three times more effective than the supply-side "war on drugs". The National Research Council Committee on Data and Research for Policy on Illegal Drugs published its findings on the efficacy of the drug war. The NRC Committee found that existing studies on efforts to address drug usage and smuggling, from U.S. military operations to eradicate coca fields in Colombia, to domestic drug treatment centers, have all been inconclusive, if the programs have been evaluated at all: "The existing drug-use monitoring systems are strikingly inadequate to support the full range of policy decisions that the nation must make.... It is unconscionable for this country to continue to carry out a public policy of this magnitude and cost without any way of knowing whether and to what extent it is having the desired effect." The study, though not ignored by the press, was ignored by top-level policymakers, leading Committee Chair Charles Manski to conclude, as one observer notes, that "the drug war has no interest in its own results." During alcohol prohibition, the period from 1920 to 1933, alcohol use initially fell but began to increase as early as 1922. It has been extrapolated that even if prohibition had not been repealed in 1933, alcohol consumption would have quickly surpassed pre-prohibition levels. He attended an elite preparatory school in Lima then came to the U.S. to attend Notre Dame University, where he completed a B.A. He lived in Paris for several years, studying free-lance at the Sorbonne before coming to Berkeley. There he finished an M.A. in Dramatic Arts at UC, Berkeley; he also studied film briefly at Stanford and received a grant to study film from the American Film Institute in 1970. He and translator and writer Kathleen Weaver were married in 1970; the two separated amicably and were divorced in 1986. She collaborated on his films during the time of their marriage. Marchetti, Jr. (born December 23, 1929) is a former special assistant to the Deputy Director of the Central Intelligence Agency and a prominent paleoconservative critic of the United States Intelligence Community and the Israel lobby in the United States. While serving as an active-duty American soldier, Marchetti was recruited into the intelligence agencies in 1952 during the Cold War to engage in espionage against East Germany. Marchetti joined the Central Intelligence Agency in 1955, working as a specialist on the USSR. He was a leading CIA expert on Third World aid, with a focus on USSR military supplies to Cuba after the end of the Kennedy administration. In 1966 Marchetti was promoted to the office of special assistant to the Chief of Planning, Programming, and Budgeting, and a special assistant to CIA Director Richard Helms. Within three years Marchetti became disillusioned with the policies and practices of the CIA, and resigned in 1969, writing an exposé of the CIA in a book published in 1971 entitled The Rope Dancer. Later Marchetti published books critical of the CIA with author John D. Marks. The books included, The CIA and the Cult of Intelligence (1973). Before this book was published, the CIA demanded that Marchetti remove 399 passages, but Marchetti stood firm and only 168 passages were censored. It is the first book the federal government of the United States ever went to court to censor before its publication. The publisher (Alfred A. Knopf) chose to publish the book with blanks for censored passages and with boldface type for passages that were challenged but later uncensored. The publication of this book was one of the events that led to the establishment of the Church Committee by Frank Church. In 1976 Marchetti published Foreign and Military Intelligence and in 1978 he published an article about the JFK assassination in the far-right newspaper of the Liberty Lobby, The Spotlight. Marchetti, a proponent of the organized crime and the CIA conspiracy theory, claimed that the House Select Committee on Assassinations revealed a CIA memo from 1966 that named E. Howard Hunt, Frank Sturgis and Gerry Patrick Hemming in the JFK assassination. Marchetti also claimed that Marita Lorenz offered sworn testimony to confirm this. In 1981, sued the Liberty Lobby and Marchetti for defamation and won $650,000 in damages. Liberty Lobby appealed the case with lawyer, Mark Lane. The Angolan Civil War was a major civil conflict in the Southern African state of Angola, beginning in 1975 and continuing, with some interludes, until 2002. The war began immediately after Angola became independent from Portugal in November 1975. Prior to this, a decolonization conflict had taken place in 1974--75, following the Angolan War of Independence. The Civil War was primarily a struggle for power between two former liberation movements, the People's Movement for the Liberation of Angola (MPLA) and the National Union for the Total Independence of Angola (UNITA). At the same time, it served as a surrogate battleground for the Cold War, due to heavy intervention by major opposing powers such as the Soviet Union and the United States. Each organisation had different roots in the Angolan social fabric and mutually incompatible leaderships, despite their sharing the aim of ending colonial occupation. Although both the MPLA and UNITA had socialist leanings, for the purpose of mobilizing international support they posed as "Marxist-Leninist" and "anti-communist", respectively. A third movement, the National Front for the Liberation of Angola (FNLA), having fought the MPLA alongside UNITA during the war for independence and the decolonization conflict, played almost no role in the Civil War. Additionally, the Front for the Liberation of the Enclave of Cabinda (FLEC), an association of separatist militant groups, fought for the independence of the province of Cabinda from Angola. The 27-year war can be divided roughly into three periods of major fighting -- between 1975 and 1991, 1992 and 1994, and 1998 and 2002 -- broken up by fragile periods of peace. By the time the MPLA finally achieved victory in 2002, an estimated 500,000 people had been killed and over one million internally displaced. The war devastated Angola's infrastructure, and dealt severe damage to the nation's public administration, economic enterprises, and religious institutions. The Angolan Civil War reached such dimensions due to the combination of Angola's violent internal dynamics and massive foreign intervention. Both the Soviet Union and the United States considered the conflict critical to the global balance of power and to the outcome of the Cold War, and they and their allies put significant effort into making it a proxy war between their two power blocs. The Angolan Civil War ultimately became one of the bloodiest, longest, and most prominent armed conflicts of the Cold War. Was the Reagan Era All About Greed? Reagan Economics Policy

Prior to the Reagan administration, the United States economy experienced a decade of rising unemployment and inflation, (known as stagflation). Political pressure favored stimulus resulting in an expansion of the money supply. President Richard Nixon's wage and price controls were abandoned. The federal oil reserves were created to ease any future short term shocks. President Jimmy Carter started phasing out price controls on petroleum, while he created the Department of Energy. Much of the credit for the resolution of the stagflation is given to two causes: a three year contraction of the money supply by the Federal Reserve Board under Paul Volcker, initiated in the last year of Carter's presidency, and long term easing of supply and pricing in oil during the 1980s oil glut. In his stated intention to increase defense spending while lowering taxes, Reagan's approach was a departure from his immediate predecessors. Reagan enacted lower marginal tax rates in conjunction with simplified income tax codes and continued deregulation. During Reagan's presidency the annual deficits averaged 4.2% of GDP after inheriting an annual deficit of 2.7% of GDP in 1980 under president Carter. The rate of growth in federal spending fell from 4% under Jimmy Carter to 2.5% under Ronald Reagan. GDP per working-age adult, which had increased at only a 0.8% annual rate during the Carter administration, increased at a 1.8% rate during the Reagan administration. The increase in productivity growth was even higher: output per hour in the business sector, which had been roughly constant in the Carter years, increased at a 1.4% rate in the Reagan years. Before Reagan's election, supply side policy was considered unconventional by the moderate wing of the Republican Party. While running against Reagan for the Presidential nomination in 1980, George H. W. Bush had derided Reaganomics as "voodoo economics". Similarly, in 1976, Gerald Ford had severely criticized Reagan's proposal to turn back a large part of the Federal budget to the states. Reagan's policies have since become widely accepted by many Republicans. In his 1980 campaign speeches, Reagan presented his economic proposals as merely a return to the free-enterprise principles that had been in favor before the Great Depression. At the same time he attracted a following from the supply-side economics movement, formed in opposition to Keynesian demand-stimulus economics. This movement produced some of the strongest supporters for Reagan's policies during his term in office. The contention of the proponents, that the tax rate cuts would more than pay for themselves, was influenced by a theoretical taxation model based on the elasticity of tax rates, known as the Laffer curve. Arthur Laffer's model predicts that excessive tax rates actually reduce potential tax revenues, by lowering the incentive to produce; the model also predicts that insufficient tax rates (rates below the optimum level for a given economy) lead directly to a reduction in tax revenues. According to William Niskanen, former chairman of the Cato Institute, the Reagan years left three major adverse economic legacies. First, privately held federal debt increased from 22% to 38% of GDP, despite a long peacetime expansion. Second, failure to address the savings and loan problem early led to an additional debt of about $125 billion. Third, trade barriers increased drastically -- the share of U.S. imports subject to trade restrictions increased from 12% in 1980 to 23% in 1988. http://en.wikipedia.org/wiki/Reagonomics
