Существует поручительство по ценным бумагам, в первую очередь, по облигациям. Поручителем может быть как физическое лицо, так и юридическое лицо. В настоящее время достаточно широко распространена практика, когда акционерное общество, либо общество с ограниченной ответственностью, выпуская облигации, привлекает поручителей. В подавляющем большинстве случаев поручителями под облигационный заем являются юридические лица.Таким образом, если сам эмитент облигации не будет выполнять обязательства перед теми, кто выкупит его облигации, перед физическими и юридическими лицами, ответственность определенную будет нести поручитель.Поручитель может быть и по векселю. Но здесь ситуация иная. Векселя у нас могут быть тоже различные. Вексель простой, либо вексель переводный. Сам вексель по себе является той ценной бумагой, в которой поручительство играет не основную роль. Сам вексель -- это прямое обязательство векселедателя на определенную сумму, которую он взял в долг.

Пикет заёмщиков "Банка Москвы"

В Москве и других городах России с февраля 2012 года проходят пикеты заёмщиков "Банка Москвы". Дело в том, что из-за роста валютных курсов, обманутые вкладчики, бравшие кредиты в японских иенах и швейцарских франках, не могут обслужить их в виду того, что изначально заём был выдан без требования поручителей и с минимальным первоначальным взносом на покупку жилья. Ставка по японской йене составляла 6,5 процентов против 14 процентов в рублях. Однако с момента получения кредита, курс данных валют вырос на 88 и 57 процентов соответственно. В итоге сейчас расчетная фактическая процентная ставка ипотеки составила 38,5 процентов годовых в рублях, а задолженность граждан перед банком превышает рыночную стоимость квартир в среднем на 40 процентов.

Austan Dean Goolsbee (born August 18, 1969) is an American economist and the Robert P. Gwinn Professor of Economics at The University of Chicago's Booth School of Business. Goolsbee formerly served as the Chairman of the Council of Economic Advisers and was the youngest member of the cabinet of President Barack Obama. Goolsbee served on the three-member Council from the start of the Obama Administration. He advised President Obama during his 2004 U.S. Senate race and was senior economic policy adviser during the 2008 Obama Presidential Campaign. He took over in September 2010 as the Council's Chairman, replacing Christina Romer, who had left to return to a teaching position at the University of California at Berkeley. On June 6, 2011, he announced that he was departing the administration and returning to the University of Chicago. Goolsbee was nominated by Obama to serve on the Council of Economic Advisers on his first day in office. Goolsbee was confirmed by the Senate on March 10, 2009. He concurrently served as chief economist at the Economic Recovery Advisory Board. He was designated chair of the Council on September 10, 2010 succeeding Christina Romer. In these capacities, Goolsbee has served as a media surrogate for the Obama Administration and his skill on television has been noted in the media. Goolsbee was interviewed by Jon Stewart on August 11, 2009; February 1, 2010; October 25, 2010; February 24, 2011; August 3, 2011; and September 6, 2012. He also appeared in Daily Show segments on November 11, 2009, where he was interviewed by Josh Gad about whether the Cash for Clunkers program had ruined demolition derby and on March 17, 2009 where he said that executives at AIG deserved the "Nobel prize for evil". Jon Stewart described him as "Eliot Ness meets Milton Friedman". In 2009, he was voted the Funniest Celebrity in Washington. One practical joke was giving a dead fish to the departing White House chief of staff Rahm Emanuel, who has been known to give dead fish to political opponents. On June 15, 2009, he appeared as a guest on The Colbert Report. He made a second appearance on the Colbert Report on October 13, 2010, where he defended Obama's tax cut policies which would allow tax breaks to expire for Americans earning more than $250,000 per year. Goolsbee's main arguments were that 98% of Americans would still receive a tax break under the Obama proposal and that the country would have to borrow money to fund tax breaks for the wealthiest Americans if all tax breaks were extended. In November 2010, however, the House of Representatives swung to a Republican majority who threatened that they would not extend the expiring tax cuts on that 98% without extending the cuts for the wealthiest 2% as well, and in December Obama signed a compromise deal to extend the cuts for all. In January 2011, Goolsbee expressed the administration's confidence that the U.S. debt limit would be raised, noting that rhetoric from some members of Congress, who suggested the routine increase should be opposed, "(appear) to reflect a deep misunderstanding of the consequences of default". Goolsbee agreed with Tim Geithner and numerous conservative commentators "that the debt ceiling must be allowed to rise", commenting that "playing chicken" with a default of government liabilities could have a catastrophic impact on the U.S. economy. He noted that the Obama administration sought to fuel economic growth during the continuing gradual recovery by "focusing on spurring investment and improving U.S. exports and innovation" but noted that "in the medium run, a series of tough choices" would need to be made and that the president's budget would indicate his willingness to make budget cuts a part of the long-term plan. On June 6, 2011, Goolsbee announced that he would return to the University of Chicago, claiming that the economy was "a million miles from where it started". Clifford Charles "Cliff" Arquette (December 27, 1905 -- September 23, 1974) was an American actor and comedian, famous for his TV role as Charley Weaver. Arquette was born in Toledo, Ohio, the son of Winifred (née Clark) and Charles Augustus Arquette, a vaudevillian. He was the patriarch of the Arquette show business family, which became famous because of him. Arquette was the father of the late actor Lewis Arquette and the grandfather of actors Patricia, Rosanna, Alexis (originally Robert), Richmond, and David Arquette. He was a night club pianist, later joining the Henry Halstead orchestra in 1923. Arquette had been a busy, yet not nationally known, performer in radio, theatre, and motion pictures until 1956, when he retired from show business. At one time, he was credited with performing in 13 different daily radio shows at different stations in the Chicago market, getting from one studio to the other by way of motorboats along the Chicago River through its downtown. One such radio series he performed on was The Adventures of Wild Bill Hickok Arquette and Dave Willock had their own radio show, Dave and Charley, in the early 1950s as well as a television show by the same name that was on the air for three months. Arquette performed on the shows as Charley Weaver. The story that Arquette later told about his big break was that one night in the late 1950s he was watching The Tonight Show. Host Jack Paar happened to ask the rhetorical question, "Whatever became of Cliff Arquette?" That startled Arquette so much that, "I almost dropped my Scotch!" In 1959, Arquette accepted Paar's invitation to perform on Paar's NBC Tonight Show. Arquette depicted the character of "Charley Weaver, the wild old man from Mount Idy." He would bring along, and read, a letter from his "Mamma" back home. This characterization proved so popular that Arquette almost never again appeared in public as himself, but nearly always as Charley Weaver, complete with his squashed hat, little round glasses, rumpled shirt, broad tie, baggy pants, and suspenders. Although a good number of Arquette's jokes appear 'dated' now (and, arguably, even back then), he could still often convulse Paar and the audience into helpless laughter by way of his timing and use of double entendres in describing the misadventures of his fictional family and townspeople. As Paar noted, in his foreword to Arquette's first Charley Weaver book: "Sometimes his jokes are old, and I live in the constant fear that the audience will beat him to the punch line, but they never have. And I suspect that if they ever do, he will rewrite the ending on the spot. I would not like to say that all his jokes are old, although some have been found carved in stone. What I want to say is that in a free-for-all ad lib session, Charley Weaver has and will beat the fastest gun alive." Arquette, as Charley Weaver, hosted Charley Weaver's Hobby Lobby on ABC from September 30, 1959 to March 23, 1960. Arquette also appeared as Charley Weaver on the short-lived The Roy Rogers and Dale Evans Show on ABC from September 29 to December 29, 1962. Arquette was also a frequent guest on NBC's The Ford Show, Starring Tennessee Ernie Ford, the short-lived The Dennis Day Show in the 1953-1954 season, and on The Jack Paar Show after Paar left The Tonight Show. http://en.wikipedia.org/wiki/Cliff_Arquette
